Due to the COVID-19 pandemic, the deadline to renew permits has been extended until further notice.    

Current Reserved Residential Handicapped Parking Spaces will continue to be enforced.

Permits are currently in the renewal process. If you have a permit, you should have been contacted. Please continue taking the necessary steps to renew your permit.

Those who would like to apply for a new permit should follow the steps outlined below on this website.

What is the Residential Reserved Disabled Parking Program?

The Residential Reserved Disabled Parking program provides residents of Baltimore City who qualify for this service the accommodation of better accessibility to the communities in which they live.   People with permanent, mobility restricting disabilities who live within Baltimore City should inquire about their eligibility. 

When is the Renewal Period?

It’s time to renew your Residential Reserved Disabled Parking Permit. All current permit holders must submit a renewal application. This applies to all permit holders, even those who have received a “permanent” disabled placard from the Motor Vehicle Administration (MVA).

The Parking Authority of Baltimore City (PABC) Residential Reserved Disabled Parking Program mailed all permit holders a renewal packet.  If you have not received a renewal form in the mail, please contact our office and a form will be mailed out to you. Our phone number is 443-573-2800 or 443-573-2825.

Please note the following:

  • The permit holder’s doctor must complete the medical portion of the renewal application.
  • All applications must be notarized.

Appeal Process

When  an applicant does not meet the criteria for the service, they can appeal the decision by doing the following:

  • All appeals must be sent in writing within 30 days of the denial
  • The appeal should include documentation to support the possible reversal of a denial

For example:

  1. Additional medical documentation that substantiates the need for the service by a physician
  2. An explanation as to why the required signatures could not be obtained
  3. An explanation as to why the accessible parking space on the applicant's property cannot be utilized
  4. Why the applicant deems it essential to have a  space in front of the home, when they are not able to drive and, there is no caregiver at the residences that has a vehicle
