City Owned Parking Garages
Parking Access Revenue and Control System (PARCS) Upgrades
Starting July 2024, we are updating each Baltimore City-owned garage’s parking entrance/exit equipment (Parking Access Revenue and Control System or PARCS).

The new equipment will improve operations and your experience. Monthly contract parkers will have more options to enter and exit the garage including:
- Your current keycard
- QR code
- License Plate (at most locations; details to follow)
Access to the garage will remain open during the transition. Please be careful when entering and exiting the garage. Workers may be in the driveways during this time.

- View garage amenities (such as electric vehicle charging station availability)
- Add your name to a waitlist
- Manage your existing account online including:
- Update account information
- View or download invoices
- Pay bills online
- Sign up for a new monthly contract. You can pick up your access card directly from the garage manager.
The Parking Authority directly manages 12 garages and 15 surface lots throughout Baltimore. The Parking Authority oversees the management of these facilities and lots by professional parking operators.
