Online Applications Accepted During Covid-19 

Due to the current public health crisis and Governor Hogan’s extension of all government-issued permits, our office is closed, and we are not accepting paper applications until further notice. Please contact us at [email protected] or 443-573-2834 for instructions on how to submit a valet application and payment or with additional questions or comments. 

Legal Requirements

Legislation passed in 2013 requires valet parking operators to obtain an operator's license and a valet parking zone permit for each location.  Failure to obtain the required license and/or permit will result in fines of up to $1,000.00 each day that illegal valet operation continues and the loss of Passenger Loading Zone/Valet Parking Zone. 
 
How to obtain a Valet Operator’s License and a Valet Parking Zone Permit 
 
1.      Download and read the Rules and Regulations  (pdf)
2.      Submit Valet Operator’s License Application (online using DocuSign) 
3.      Submit Valet Parking Zone Permit Application (online using DocuSign) 
4.      Submit completed application(s), all required documents, and payment. Checks or money orders (payable to the Director of Finance) must be mailed within 3 business days of applying to:

How to Obtain a Special Event Permit
 

Any Valet Operator and Valet Parking Zone operating valet for a special event on City right-of-way must submit a Special Event Valet Permit Application 7 days prior to the date of the event. 

  • Complete Special Event Valet Permit Application (online using DocuSign)

  • Submit checks or money orders (payable to the Director of Finance) must be mailed within 3 business days of applying to:
