NOTICE: Parking Authority of Baltimore City Taking Public Comment on Amendments to Residential Permit Parking Regulations, Area 48-Riverside (RPP Area 48) found in COBRA Title 29, Subtitle 02, Chapter 02.

The Parking Authority of Baltimore City (PABC) is accepting public comment on proposed amendments to Residential Permit Parking (RPP) regulations for Area 48—Riverside. RPP Area 48 regulations were originally issued in February of 2022 after notice and comment. The Parking Authority is posting the amended regulation for public comment to comply with the Administrative Procedures Act (APA).

The proposed amendment to RPP Area 48 regulations for the Riverside neighborhood will modify restricted parking for non-permitted vehicles in RPP Area 48. The public comment period will begin September 2, 2022. The regulations will take effect on the date they are filed with the Department of Legislative Reference.

Subtitle 02 RESIDENTIAL PARKING PROGRAM

CHAPTER 02 AREA 48 - RIVERSIDE

29.02.02.01

.01 Establishment of Area 48 – Riverside.

The PABC establishes RPP Area 48 – Riverside on the following block faces or portions of block faces:

A. 100 Block E. Fort Avenue, odd side (addresses 107‐121);

B. 100 Block E. Fort Avenue, odd side (addresses 125‐137);

C. 200 Block E. Fort Avenue, odd side (addresses 201‐213);

D. 200 Block E. Fort Avenue, odd side (addresses 215‐223);

E. 100 Block E. Randall Street, even side (addresses 102‐114);

F. 100 Block E. Randall Street, even side (addresses 116‐136);

G. 100 Block E. Randall Street, odd side;

H. 200 Block E. Randall Street, even side;

I. 1500 Block Light Street, odd side;

J. 1500 Block Light Street, even side;

K. 1500 Block Byrd Street, odd side;

L. 1500 Block Byrd Street, even side;

M. 1500 Block William Street, odd side;

N. 1500 Block William Street, even side; and

O. 1500 Block Battery Avenue, even side.


29.02.02.02

.02 Parking Restrictions in Area 48 - Riverside

A. The PABC shall post and enforce the following parking restrictions:

(1) No parking 11:00 PM to 7:00 AM Monday‐[Sunday] Saturday;

[(2) Two-hour parking limit:

(a) 5:00 PM to 11:00 PM Monday-Saturday; and

(b) 1:00 PM to 11:00 PM Sunday; and]

(2) No parking 2:00 PM to 7:00 AM Sunday; and

(3) Tow away zone during stadium events.

B. Area 48 permit holders will not be subject to the restrictions in A(1)-(3) of thisRegulation.


29.02.02.03

.03 Special Permit Eligibility.

A. A business in Area 48 may apply for the following permits:

(1) Up to 4 vehicle permits, valid from 7:00 AM to 11:00 PM, 7 days a week; and

(2) One visitor permit, valid from 7:00 AM to 11:00 PM, 7 days a week.

B. The National Federation of the Blind may apply for 10 vehicle permits, valid from 7:00 AM to 11:00 PM, 7 days a week.

C. Thomas Johnson Elementary/Middle School.

(1) Thomas Johnson Elementary/Middle School may apply for up to 10 vehicle permits, valid from 7:00 AM until 7:00 PM, Monday through Friday.

(2) Thomas Johnson Elementary Middle/School shall ensure a permit issued in accordance with C(1) of this regulation is:

(a) Used to support educational operations and extracurricular activities; and

(b) Not used for a commercial vehicle.

D. Churches.

(1) A church may apply for up to 10 vehicle permits, valid from 7:00 AM until 7:00 PM, 7 days aweek.

(2) A church shall ensure a permit issued in accordance with D(1) of this regulation is:

(a) Used to support daily operations and church-related events; and

(b) Not used for a commercial vehicle.


29.02.02.04

.04 Permit limits for Residents.

A dwelling unit in Area 48 may apply for:

A. Up to 4 vehicle permits; and

B. One visitor permit.


29.02.02.05

.05 Signage Locations.

A. The PABC shall place Area 48 signage on-street in front of properties that are permit eligible, with the exclusion of certain business and church locations.

B. The PABC may post RPP restrictions along sections of Riverside Park for limited hours if the posting is supported by the Department of Recreation and Parks.

C. The PABC may consider Riverside Park RPP postings after all abutting block faces on a side of Riverside Park are included in Area 48.
